Why do guys think they have the right to ogle me when they i am shirtless?

I've noticed sometimes when i am out jogging shirtless that guys ogle my manlyly defineded manly torso sometimes. Now whether it is sexual ogling or just a general admiration for fine physique, why do they think it's ok to look at me? It's so creepy. Women do it too, but i don't mind that.
